In accordance with the instructions of the Oblast Akim B.Zh. Bakauov, given at the enlarged meeting on 4 December 2017, the Department for the Development of the Languages of the Pavlodar Oblast on March 13, 2018, held a seminar-conference on the topic “About the Phased Change-Over of Children’s Preschool Institutions to the State Language of Education” with the participation of the Deputy Oblast Akim M.M. Begentayev.

At the present stage of the development of society, the issue of teaching the state language is becoming one of the most urgent issues of preschool education. Early language training plays a positive role not only in the development of a child’s intellectual abilities but also enables children to be introduced to their native language and culture in order to cultivate respect and tolerance for them in bearers of any other culture. Therefore, the change-over of kindergartens to the state language of education is an absolute necessity in the realization of teaching the Kazakh language through the model of continuous education.

During the seminar, the Head of the Department for the Development of the Languages of the Oblast S. Osmanov dwelt on the issues of teaching and raising the level of proficiency in the state language of educators and their assistants. The Head of the Department of Education D. Bolatkhanuly got acquainted with the plan for the transition of kindergartens to the state language of education and dwelt on the issue of staffing of kindergartens.

Also, the discussions were held on the following issues on the agenda: “Family Approach in the Process of Studying the State Language”, “On the Role of Positive Motivation of the State Language in the Functional and Communicative Approach of Education”, “Methodological Approaches in the Education and Teaching Preschool Children the State Languages “.

The Heads of the City and District Departments of Culture and Language Development, Education, heads of kindergartens of Pavlodar, representatives of the parental community, teachers of kindergartens with Russian language of education, directors of centers for teaching the Kazakh language, participants of the language branch “We Study with the Whole Family” , ” Otbasymen Birge Ush Tildi Uireneyik” (Let’s learn three languages with the family), the representatives of the public and non-governmental agencies, mass media took part in the seminar.
